Once again, from the LIFE Ebro Resilience P1 Project we highlight the value of self-protection tools among the riverside population. And crucial for this are the municipal action plans against flood risk (PAMRI).
These are permanent and updated information, forecasting and warning systems, with the capacity to protect the threatened population and reduce the negative effects of floods in urban areas classified as at risk of flooding.
On this occasion we take the example of Navarra and the work being done in planning for the prevention of the effects of river flooding by the LIFE-IP NAdapta-CC project, which involves 6 partners, including, as in LIFE Ebro Resilience P1, the Government of Navarra and the company (GAN-NIK) and in both cases, with funding from the LIFE Program of the European Union.
LIFE-IP NAdapta-CC has among its actions the promotion of these self-protection plans and, according to a prioritization, the implementation of 17 of them, a measure aligned with the Flood Risk Management Plan of the Ebro Demarcation and the Special Civil Protection Plan for Flood Risk of the Community of Navarre.

In addition to this push for the definition of the documents, computer tools have been developed to facilitate the management of the emergency during a flood event for the municipalities that requested it, thanks to which:
- Calculate with real time data the emergency levels and indicate the steps to follow for each one.
- They make it possible to send messages and alerts to the public, both of the state of the emergency and of the possible areas that could be affected by the overflowing of rivers and ravines, facilitating the self-protection of the population.
